Working Near Overhead Powerlines

The Hazard

Overhead powerlines carry lethal voltages — arc flash can occur without contact. Every year workers are killed or severely burned by contacting or bringing conductive objects within the exclusion zone of powerlines.

Talking Points

  1. 1 Know the voltage of the powerlines on your site — exclusion distances vary by voltage (see table below)
  2. 2 Low voltage (<1000V): exclusion zone 3m; High voltage (1000V+): exclusion zone 6m minimum — or as determined by a qualified person
  3. 3 Treat all powerlines as LIVE — even if marked "de-energised"
  4. 4 No plant or equipment within the exclusion zone without a documented safe work method statement
  5. 5 Do not erect scaffolding, handle long conductive objects (aluminium poles, formwork props), or drive tall plant within exclusion zone without spotter
  6. 6 If a line is contacted — do not leave the vehicle — call 000 and wait for Ergon/Energex. If you must exit (fire), jump clear and shuffle away — do not step
  7. 7 Underground cables: always use dial-before-you-dig (1100) and expose with care — do not use mechanical excavation within 500mm of marked cable

Control Measures

  • Powerline exclusion zones surveyed and marked on site plan
  • Goal posts / height markers installed at site entrance
  • Spotter assigned for all plant operations within 10m of powerlines
  • Safe work method statement (SWMS) prepared before work near powerlines
  • Toolbox talk conducted before any new phase of work near powerlines
