Hard Hat Enforcement — Zone Requirements

The Hazard

Hard hats prevent fatal traumatic brain injuries from falling objects and overhead impacts. However, site enforcement is often inconsistent — workers remove them near completion or in "low-risk" areas.

  1. 1 Hard hat must be worn in ALL construction zones — not just where you see the crane
  2. 2 Hard hat must be worn entering and exiting site — the area between car park and work zone is still a construction zone
  3. 3 Replace hard hat immediately after any significant impact — even if no visible damage (internal cracks can reduce protection)
  4. 4 Hard hat must be replaced every 2-3 years or per manufacturer spec — check the date stamp inside the hat
  5. 5 Never modify the hard hat — do not drill vents, add stickers with adhesive, or paint it
  6. 6 Chin strap must be used in windy conditions or when working at heights — your hat can be blown off or knocked off during movement
  7. 7 Supervised enforcement: any worker seen without a hard hat in a construction zone is removed from site for retraining

Control Measures

  • PPE policy posted at all site entry points and in induction materials
  • Supervisors and leading hands model 100% compliance — this is non-negotiable
  • Hard hat replacements stocked in site office
  • Inspection criteria: no cracks, no significant dents, suspension straps intact
  • Disciplinary procedure for repeated non-compliance
