Scaffolding High Risk

Scaffold Safety — Erecting & Inspecting

Last updated: 15 January 2026

The Hazard

Unstable or poorly erected scaffolds are a leading cause of falls in construction. A single missed brace or unsecured plank can be fatal.

Talking Points

  1. 1 Never use incomplete scaffolding — at least 3 sides must be decked before use
  2. 2 Inspect all scaffolding before every shift — check ledger connections, bracing, and base plates
  3. 3 Scaffold must be tied to the structure at intervals per AS/NZS 4576
  4. 4 Tag out damaged scaffolding immediately — do not use it until repaired
  5. 5 No scaffold over 4m may be used without a Competent Person sign-off (WHS Reg 2011)
  6. 6 Gates or physical barriers required at all entry points to prevent falls during erection/dismantling
  7. 7 Overhead protection required where work is occurring below scaffold users

Control Measures

  • Scaffold design by qualified engineer for complex structures (>5m)
  • Daily visual inspection by a Competent Person (CP) using checklist
  • Scaffold register maintained on site with inspection dates
  • Barriers and warning signs installed at base of active scaffold
  • All workers trained in scaffold limits and load ratings
