Scaffolding High Risk

Scaffold Access — Stairs, Ladders & Gates

Last updated: 1 February 2026

The Hazard

Falls through scaffold access points are a common injury. Ladder access without side rails, or open gaps in platform decks, create severe fall hazards.

Talking Points

  1. 1 Ladder access: ensure ladder extends 900mm above landing, 3 points of contact maintained
  2. 2 Internal ladders preferred over external — reduce exposure to weather and falls
  3. 3 Check that platform gaps are bridged — no more than 50mm gap between platforms
  4. 4 Gate must close automatically — never prop open, this creates a fall hazard
  5. 5 Stair access requires handrails on both sides above 2m
  6. 6 No improvised access (crates, barrows used as steps) — use the proper ladder or stairs
  7. 7 Keep access routes clear — materials stored on stairs/ladders is prohibited

Control Measures

  • Access points identified and marked on scaffold plan
  • Auto-closing gates installed at all access points
  • Platform gap covers or bridging planks available on site
  • Daily inspection of all access points
  • Access routes signed and kept clear
